ARTS & CULTURE

THE CHALLENGE
In Türkiye, arts and culture hold immense potential to inspire, connect, and heal—but access to these opportunities remains uneven. Public spending on culture consistently accounts for less than 1% of the national budget, leaving many artists, cultural institutions, and community programs underfunded. In rural areas and underserved neighborhoods, the absence of cultural infrastructure means fewer spaces for creative expression, especially for youth. Beyond preservation, arts can play a powerful role in social and mental empowerment. Research shows that participation in cultural activities can reduce stress, improve community cohesion, and enhance civic engagement. Yet, in times of crisis or economic strain, arts and culture are often the first areas to face cuts, despite their proven benefits for resilience, dialogue, and inclusion. Without sustained investment, communities risk losing not only their heritage but also a vital tool for empowerment, innovation, and social connection.
